A Muslim government, like a Muslim individual, will inevitably consist of elements that manifest obedience to Allah and elements of disobedience.

Just as the sins of an individual Muslim generally do not nullify his Islam, so a government cannot generally be deemed un-Islamic in its entirety due to the presence of aspects of non-compliance with the Shari’ah. Rather, those aspects of disobedience must be condemned and opposed, and those aspects of obedience should be acknowledged and respected.

One of the great mistakes we make, in my opinion, is to suppose that the presence of any one aspect of disobedience necessarily invalidates the government in its entirety. The aspect of disobedience is invalid, but generally not the government as a whole. And this is particularly true when the disobedience is in a matter about which there are differences of opinion, or for which there may be a legitimate excuse.

It therefore falls upon us to direct our opposition against specific policies. And this is a struggle without end.
