Oppression and injustice, even the killing of Muslims by their government, do not constitute blatant kufr; they are what they are; major sins which Allah will either punish or forgive. Unfortunately, our history overflows with tyrannical rulers who slaughtered other Muslims, oppressed them, exploited them, denied them their rights, and so on; all while maintaining the classification of Islamic government.

Islamic government does not mean perfect government. It does not mean government free from human error and corruption.

Allah said:
“The disbelievers are [truly] the wrongdoers”

He did not say “the wrongdoers are truly the disbelievers”.

If the government closes masjids, this is not blatant kufr.

There may be reasons for such closures, and the government may have its own rationale for closing them which we do not accept (such as, closing a masjid because it is a place where rebels congregate and plan, or where anti-regime messages are broadcast in speeches and lessons). Remember that the first instance in our history of a masjid being shut down was when Rasulullah ï·º burned down masjid ad-Dirar because it was a headquarters for the sedition of the munafiqeen.

Again, we do not agree with these actions of the regime, but they have their precedent and their reasons, and these reasons have a sound basis in the religion, even if they are being used as a pretext. You may recall that the Ka’abah itself was attacked during the rival government of Abdullah bin az-Zubair, by Hajjaj bin Yusuf upon the orders of Abdul-Malik, and Abdul-Malik is regarded as one of the greatest rulers of the Ummayads, because he was.

The point is, not all masjids are closed, the adhan is not prohibited, the pillars of Islam are upheld, and the Shari’ah as the primary source of legislation is officially recognized in the constitution (at least in the case of Egypt), this precludes the possibility of making takfir on the government, legally, even if it is oppressive, because it officially recognizes the Shari’ah as the supreme source of law.
