It would make sense to me to have a modified parliamentary system, with perhaps three levels. The lower section of the legislative body would consist of politicians elected by their districts. Above this would be a body in which the members are not professional politicians, but instead representatives of civil society organizations and labor unions. Above this would be a council of Shari’ah scholars who would evaluate any proposal’s compliance with Islamic Law. If a proposed law passed through each section successfully, it would be presented to the ruler for ratification or veto.
