The regime has been transparently subservient from day one to the demands of foreign investors and multinational corporations. They are institutions which exert combined economic power several times greater than the total GDP of Egypt. The country is vital for them, not only for its 90 million workers and consumers, but because it is a gateway to a regional market of hundreds of millions. The owners and shareholders of these companies are the masters of Sisi and the rulers of Egypt. The government has neither the will, nor the practical capability to defy them. The real nature of the struggle in Egypt is anti-Imperialist, not merely anti-Coup; as such, the logical strategy would be to target the interests of the global owners of capital; to disrupt the profitability and operational efficiency of their enterprises; to make oppression a bad business strategy for them. In this way, you can commandeer their power and influence, and use their leverage to force political change.
