As I do not expect him to understand Arabic, you may want to use the English template for your letter to Chris Jarvis, the IMF’s man in Egypt.
This is the letter I sent to Jarvis:

Dear Mr. Jarvis,
As you know, Egypt is a country whose first democratically elected president is being held in prison and facing capital punishment. The man who overthrew Egypt’s president and sentenced him to death, is now sitting in his office. And he is negotiating with the IMF for a loan of $12 billion.
It is disappointing to see the International Monetary Fund giving credibility to an illegitimate ruler. I understand that IMF loans always include conditions, such as macroeconomic reforms; I wonder why democratic legitimacy and respect for human rights are not among your organization’s conditions for financial support?
You should know that your aid will not benefit the Egyptian people. El-Sisi had no regard for the will and wishes of the population when he overthrew their president and seized power; it should be obvious to you that he will use your loan with similar disregard for the people. Indeed, he is not undertaking negotiations with you under the auspices of a popular mandate. Sinking Egypt further into debt is not what the citizens want.
You should know this, because it means that even if El-Sisi accepts your loan, the Egyptian people do not accept it; the Egyptian people do not accept El-Sisi; nor will they accept any of the policy reforms the IMF requires him to impose.
There is an ongoing revolution in Egypt, and if you loan the regime this money, that revolution will escalate, and the targets of revolutionary action are likely to be precisely those entities, institutions, and individuals who are designated to benefit from your loan, and who will be responsible for ensuring that it is repaid. In other words, you will never see that debt paid back, and you will contribute to the end of the regime to whom you lent it.
Your organization has enormous power and influence, I would ask you, and advise you, to use that power and influence to support democracy, freedom, and human rights in Egypt, if you hope to have any sort of fruitful transaction with this country.
