Of course, the force and power to carry through on a threat is vital. But “force” and “power” do not mean exclusively “violence”…it means the capacity to get results.
History is full of “threats” being entirely sufficient to keep aggression in check; that is essentially what diplomacy is. And, when you are dealing with economics, mere threat can be enough to create sufficient insecurity among investors, who have very little appetite for uncertainty…but yes…I believe…real, on the ground disruption is going to be imperative to defeat the loan agreement.
