Turkey is under a state of emergency, yet there is very little overt security presence on the streets. The government understands that you do not combat terrorism by curbing immigration or with heavy-handed security measures; you combat terrorism through actual intelligence gathering and surveillance of identified extremist networks. How many heavily fortified locations are going to have to be targeted before this becomes obvious?
When governments impose these other measures, it is not for the stated reasons. It is not to prevent terror attacks. It is to frighten and repress the population.
