Institutions created by and managed by elites serve elite interests; this should not be surprising. What is surprising is that when you ask them to help you, you are surprised when they don’t.
They exist to maintain and reinforce the basic power structure; which includes the marginalisation of the masses. If you expect them to do otherwise, it is your mistake.
