It is not realistic that there can be a conflict-free society. This being the case, there are only two main ways for society to be peaceful; Either there are mechanisms for the civil redress of grievances to unbiased bodies that have the authority to resolve them; or there are mechanisms of repression that are severe enough to completely subdue anyone who has a grievance.
When the primary source of grievances in society relates to an unfair distribution of power, “peace” will usually be established through repression.
