OK. First of all, I do not know how anyone can think saying Black people in urban areas are “less smart” is somehow not a racist statement; and actually think it is an “antiracist” statement. But that is what we are dealing with.
Secondly, urban areas tend to have quite a racially diverse population — are they all “less smart”? And if so, less smart than whom? Rural communities?
Thirdly, one’s vocabulary and command of language is not exclusively, or even mostly determined by what school you go to. When I was tested in junior high school, my vocabulary was at graduate degree level, this was not the case for the rest of the student body in my school.
But you see the thinking here. Whatever people are, institutions make them that. Individual effort, qualities, interests, and aptitudes are not factors.
Fourthly, from James Baldwin to Thomas Sowell to Glenn Loury, to countless other anonymous eloquent Black people from urban backgrounds; this hypothesis is demonstrably , well, dumb
