هذا الشكل والطابع للسلطة الحكومية هو استجابة لمصالح وأجندة القوى الخاصة. هذه هي الحال سواء كانت الحكومة منتخبة أو معينة أو مفروضة. حتى إن كنت قادرا على تغيير الأشخاص في الحكومة, شكل وطابع الإدارة الجديدة سيتوافق ويتكيف مع نفس المصالح للحكومة التي أسقطتها. الطريقة الوحيدة للقيام بثورة حقيقية هي أن تثور ضد القوى الخاصة.
