إن كان القاسم المشترك بين الجهاديين والإسلاميين المعتدلين هو الإيمان بالضرورة المطلقة لحكومة تطبق الشريعة كاملة، والاعتقاد بأن الإسلام يوفر نظامًا شاملاً وكاملًا وأنه وضع تشريعات لكل جانب من جوانب الحياة البشرية، إذا فالشيء الوحيد الذي يجعل المرء إما متطرفًا أو معتدلًا هو المنهجية، إﻻ أن كلاهما متطرف فكريًا.
