When you see someone punished for their sins, don’t celebrate. It is a manifestation of the Displeasure of our Rabb, Who prefers the repentance of His slaves. So repent. And it is a reminder that Allah does punish sins, so fear Him, and seek His Forgiveness

It appears that, yes, the devastating fire was deliberate, and committed for the benefit of a rich foreign investor. It is up to you to decide if this crime will achieve the desired result or if it will bring loss to those who sought to profit from it.
